Key Exemptions in Lincoln County

These projects typically don't require a building permit in Lincoln County:

Cosmetic basement updates (painting, flooring over existing slab, shelving) do not require a permit when no framing, electrical, or plumbing changes are made.

Cosmetic bathroom updates (new tile, paint, vanity replacement in the same location) do not require a permit as long as no plumbing or electrical changes are made.

A concrete slab 200 sq ft or less (such as a small patio pad or equipment pad) generally does not require a building permit. The slab must comply with zoning setbacks.

Freestanding decks not more than 30 inches above grade are exempt from a building permit per the NC State Building Code (IRC R105.2). The deck must still comply with all code requirements and zoning setbacks.

Interior non-structural demolition (removing cabinets, non-load-bearing walls, flooring) generally does not require a permit. If asbestos may be present, contact NC DHHS before starting work.
